FAQs on a Person in charge of Animals (PICA)

A Person in Charge of Animals (PICA) is the person who has day-to-day responsibility for the care, control, and management of NAIT-registered animals at a location. Under the NAIT Act (2012), a PICA is responsible for meeting their NAIT obligations including (but not limited to) tagging, registering, recording movements, and keeping NAIT information up to date. There can only be one PICA for each NAIT number.

Make sure the person you are registering knows what their responsibilities will be.

As a PICA, they will be responsible for keeping the details in your NAIT account up to date. This includes:

  • your personal and contact details
  • the details of other people you authorise to update your NAIT account
  • all the locations where you keep your animals
  • the details of your animals, including tag numbers, movements to and from your property, and when they go missing, die or are killed on your property.

If you need someone to help with day-to-day NAIT tasks but want to remain the PICA yourself, you can assign them as a PICA delegate.

This could be farm staff, family members or another farmer who is a registered PICA.

Your delegates can manage most tasks in NAIT on your behalf, including:

  • maintaining tag and animal information,
  • creating sending and receiving movements, and
  • updating your contact details.

Your delegates can't create NAIT location numbers.

Registering a delegate

There are three ways to give a delegate access to your NAIT account:

  1. Register them as a new user and assign them to your NAIT location number. You need to know their name, date of birth and contact information. You can do this in NAIT, find out how
  2. If they're already registered with NAIT, assign them to your NAIT location number. You can do this in NAIT, find out how
  3. The delegate can call our Support Centre on 0800 482 462  and request access to records for your NAIT location number. As the PICA, you need to confirm over the phone that you want the delegate to act on your behalf.

You can also remove a delegate from your NAIT number.

There can only be one PICA for each NAIT location number but you can set up a delegate.

You don't have to be the owner of the stock you manage — for example, you may be the farm manager, a grazer or contract milker. If you're the person most involved with the daily care of the animals, then you're their PICA.

Even if you only have one cow/steer/bull/calf or deer on your property you need to register.
